Yol, ye\u015fil, alan, atlyap\u0131 ihtiyac\u0131n\u0131n giderilmesi, trafik  sorununun \u00e7\u00f6z\u00fcm\u00fcne hizmet edecek, modern \u015fehircili\u011fi uygulamak ad\u0131na bir f\u0131rsat olarak tarif edilebilir kentsel d\u00f6n\u00fc\u015f\u00fcm. Afetlerle ilgili riskli binalar\u0131n d\u00fczeltilmesi a\u00e7\u0131s\u0131ndan da f\u0131rsat olarak g\u00f6r\u00fclebilir\u201d dedi.<\/p>\n<p>TARLALARI KONUT ALANI YAPARAK D\u00d6N\u00dc\u015e\u00dcM OLMAZ<\/p>\n<p>Adana\u2019daki yap\u0131 sto\u011funun iki \u015fekilde de\u011ferlendirilebilece\u011fini ifade eden Ba\u015fkan S\u00f6zl\u00fc, \u201c\u00d6ncelikle riskli konutlar olarak de\u011ferlendirdi\u011fimizde, \u00f6zellikle \u015fehrin eski merkez alan\u0131nda, kuzeye do\u011fru geli\u015fim alan\u0131na do\u011fru yenilenmesi gereken bir yap\u0131 var. Modern \u015fehircilik a\u00e7\u0131s\u0131ndan bakt\u0131\u011f\u0131n\u0131zda belki risk a\u00e7\u0131s\u0131ndan, binan\u0131n deprem riski, afet riski a\u00e7\u0131s\u0131ndan \u00e7ok sak\u0131nca yok ama modern \u015fehircili\u011fin ruhuna hitap etmek, ya da \u015fehrin dizayn hakk\u0131 a\u00e7\u0131s\u0131ndan de\u011ferlendirdi\u011finizde tabii ki orada da bir problem var ama oras\u0131 k\u00f6t\u00fcn\u00fcn iyisi. Adana\u2019da \u00f6zetle \u015fehrin eski merkezinde y\u00fczde 75\u2019ten daha fazla bir riskli alan, yap\u0131 sto\u011fu var. Bu yap\u0131 sto\u011fu hem ruhsatlama a\u00e7\u0131s\u0131ndan problemli, hem de Seyhan Nehri\u2019nin deltas\u0131 \u00fczerinde kurulmu\u015f, Alivyon zeminde s\u0131vala\u015fma riski mevcut ve 1. derecede deprem b\u00f6lgesinde, fay hatlar\u0131na yak\u0131n. Kentsel d\u00f6n\u00fc\u015f\u00fcm, yeni y\u00f6netmeliklere uygun \u015fekilde afet riskini giderecek ama sadece afet riskini, niteliksiz yap\u0131 g\u00f6r\u00fcnt\u00fcs\u00fcn\u00fc ortadan kald\u0131rmaktan \u00f6te, modern \u015fehircili\u011fin gereklerini de kar\u015f\u0131layacak \u015fekilde hayata ge\u00e7erilmeli. Adana\u2019da yeni konut alanlar\u0131n\u0131, yeni arsalar\u0131, tar\u0131m alanlar\u0131n\u0131, tarlalar\u0131, konut arsas\u0131 haline getirip, imarl\u0131 parseller haline getirirseniz olmaz. Ben \u0130stanbul i\u00e7in de s\u00f6yleyeyim, T\u00fcrkiye\u2019nin di\u011fer b\u00f6lgeleri i\u00e7in de s\u00f6yleyeyim. Bir tarafta \u00e7ok azg\u0131n i\u015ftahla, yeni imar alanlar\u0131 a\u00e7arsan\u0131z ve bir taraftan da kentsel d\u00f6n\u00fc\u015f\u00fcm yaparsan\u0131z, \u0130stanbul gibi rant b\u00f6lgelerinde, Fikirtepe ve benzeri yerlerde kentsel d\u00f6n\u00fc\u015f\u00fcm yap\u0131l\u0131yor dersiniz, ancak bunu ger\u00e7ek anlamda \u0130stanbul\u2019un b\u00fct\u00fcn\u00fcne oranlad\u0131\u011f\u0131n\u0131zda Okyanus\u2019ta damla bile \u00e7\u0131kmaz. Orta ve uzun vadede \u0130stanbul i\u00e7in, Adana i\u00e7in, Ankara i\u00e7in, bir modern \u015fehir olu\u015fturmak, bir \u015fehri yenilemek, afet riskini ortadan kald\u0131rmak ve modern \u015fehircilik a\u00e7\u0131s\u0131nda ge\u00e7mi\u015fte ya\u015fanan problemleri ortadan kald\u0131rmak ad\u0131na bir  kentsel d\u00f6n\u00fc\u015f\u00fcmden bahsediyorsan\u0131z, sorunlu yap\u0131lar\u0131 bulunduklar\u0131 yerde d\u00f6n\u00fc\u015ft\u00fcreceksiniz. Bir kere kentsel d\u00f6n\u00fc\u015f\u00fcm i\u00e7in, bol keseden yeni imar alanlar\u0131 a\u00e7madan, d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi gereken alanlarda, y\u00fcksek yo\u011funluklardan da ka\u00e7\u0131narak, hak sahibinin hakk\u0131n\u0131 ve m\u00fcteahhidin de para kazanma aral\u0131\u011f\u0131n\u0131 uygun oranda tutarak, ama bunu asgari \u00f6l\u00e7\u00fcde ayarlayarak bir yap\u0131la\u015fma ger\u00e7ekle\u015ftirirsiniz\u201d diye konu\u015ftu.  <\/p>\n<p>HEM Y\u00dcKSEK DE\u011eER ARTI\u015eI, HEM Y\u00dcKSEK YO\u011eUNLUK OLMAZ<\/p>\n<p>Bir alanda hem y\u00fcksek de\u011fer art\u0131\u015f\u0131, hem de y\u00fcksek yo\u011funlu\u011fun ayn\u0131 anda bulunmas\u0131n\u0131n sorun yarataca\u011f\u0131n\u0131 kaydeden Ba\u015fkan H\u00fcseyin S\u00f6zl\u00fc, \u015f\u00f6yle devam etti: \u201cBir yerde y\u00fcksek de\u011fer art\u0131\u015flar\u0131 olduysa, siz o de\u011fer art\u0131\u015flar\u0131n\u0131n yan\u0131nda bir de y\u00fcksek yo\u011funluklar veriyorsan\u0131z, bu orta vadede yeni bir probleme kap\u0131 aral\u0131yor. Metrekaresi \u0130stanbul\u2019da 10 bin dolara da konut  var. Siz buralarda kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn \u00f6n\u00fcn\u00fc a\u00e7arken, f\u0131rsattan istifade hak sahibiyle m\u00fcteahhidi bulu\u015fturma ad\u0131na y\u00fcksel emsaller, yo\u011funluklar veriyorsunuz ama ayn\u0131 yerde metrekaresi 10 bin liraya ya da 10 bin dolara konut sat\u0131l\u0131yor. Buraya neden y\u00fcksek yo\u011funluk verilir ki? Zaten de\u011fer olu\u015fmu\u015f orada. \u00d6rne\u011fin Adana\u2019da 2.4 yo\u011funluk gibi \u00fcst s\u0131n\u0131r\u0131m\u0131z var. Belki de 2\u2019de s\u0131n\u0131rlayaca\u011f\u0131z.  \u015eehircilik a\u00e7\u0131s\u0131ndan sak\u0131nca arz etmeyen, modern \u015fehircili\u011fin ruhuna uygun, betonla\u015fman\u0131n \u00f6n\u00fcn\u00fc kesen bir \u015fekilde ger\u00e7ekle\u015ftirilecek. Adana\u2019da emsal art\u0131\u015f\u0131yla bunu y\u00fcr\u00fctmeyi d\u00fc\u015f\u00fcnm\u00fcyoruz. Oralar\u0131 rant \u00e7ekicili\u011finden uzak tutmas\u0131 laz\u0131m belediye ba\u015fkanlar\u0131n\u0131n, belediye meclislerinin. Biz ona Adana\u2019da \u00e7ok dikkat ediyoruz. \u00d6zellikle Seyhan Nehri\u2019nin sa\u011f\u0131 ve solunda, iki yakas\u0131nda, bir taraf\u0131 Seyhan, bir taraf\u0131 Y\u00fcre\u011fir. Nehir deltas\u0131nda, hem s\u0131vala\u015fma riski, hem fay hatlar\u0131, hem de niteliksiz, ruhsats\u0131z yap\u0131lar\u0131 ortadan kald\u0131r\u0131p \u015fehire modern bir \u00e7ehre kazand\u0131rman\u0131n \u00e7abas\u0131nda olurken, buralarda y\u00fcksek emsallerden de ka\u00e7\u0131narak, betonla\u015fmaya kar\u015f\u0131 bir duru\u015fumuz var. Adana\u2019da Seyhan il\u00e7esi Fatih Mahallesinde 30 hektarl\u0131k, Seyhan il\u00e7esi 2000 Evler Mahallesi\u2019nde 30 hektar, Y\u00fcre\u011fir il\u00e7esinde K\u00f6pr\u00fcl\u00fc Mahallesi\u2019nde 29 hektar, \u00c7ukurova il\u00e7esinde G\u00f6l Mahallesi\u2019nde 20 hektar, Y\u00fcre\u011fir Sinanpa\u015fa Mahallesi\u2019nde 56 hektar, yine Seyhan il\u00e7esi Ziyapa\u015fa Mahallesi\u2019de 20.8 hektarl\u0131k alanda kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 var. Bunlar\u0131n i\u00e7inde en y\u00fcksek emsal 2.4 yo\u011funluk. Betonla\u015fmaya kar\u015f\u0131, azg\u0131n rant\u0131n kurban\u0131 olmamak i\u00e7in buna dikkat ediyoruz.\u201d<\/p>\n<p>KENTSEL D\u00d6N\u00dc\u015e\u00dcM PROJELER\u0130 DAHA KISA S\u00dcREDE \u0130MZALANMALI<\/p>\n<p>Adana\u2019daki konut fiyatlar\u0131n\u0131n art\u0131\u015f y\u00fczdesinin y\u00fcksekli\u011fiyle ilgili bir soruyu yan\u0131tlayan Ba\u015fkan H\u00fcseyin S\u00f6zl\u00fc, \u015funlar\u0131 s\u00f6yledi: \u201cY\u00fczde oran\u0131na bakt\u0131\u011f\u0131n\u0131zda, Adana\u2019da konut fiyatlar\u0131n\u0131n art\u0131\u015f\u0131nda \u0130stanbul\u2019un \u00f6n\u00fcnde oldu\u011fu do\u011frudur ama Adana\u2019yla \u0130stanbul aras\u0131nda bir u\u00e7urum var. \u0130stanbul\u2019da metrekaresi 7-8 bin liradan ba\u015flay\u0131p, 25 bin liraya kadar metrekare konut maliyeti mevcut. Adana\u2019da konut fiyatlar\u0131n\u0131n y\u00fcksek oldu\u011fu yerlerde metrekare fiyat\u0131 3 bin, 3 bin 500, 4 bin lira. Adana\u2019da hala metrekaresini bin liraya, bin 200 liraya alabilece\u011finiz m\u00fctevaz\u0131 konutlar var. Adana\u2019da belki o, 1500-2000 liral\u0131k fiyatlar \u00fczerinde 1 puanl\u0131k art\u0131\u015f olmu\u015ftur, Adana de\u011ferini yeni buluyor. Bu a\u015famada \u00e7ok dikkat ediyoruz. Adana\u2019da kentsel d\u00f6n\u00fc\u015f\u00fcm alanlar\u0131na bakarken, bir taraftan da yeni alanlar a\u00e7m\u0131yoruz. Siyasi parti ayr\u0131m\u0131 yapmadan s\u00f6yl\u00fcyorum; \u00e7ok say\u0131da belediyede, kentsel d\u00f6n\u00fc\u015f\u00fcm alanlar\u0131yla ilgili s\u0131k\u0131nt\u0131 var. Kentsel d\u00f6n\u00fc\u015f\u00fcm alanlar\u0131, afet riskli alanlar ilan ediliyor ama projelerin uygulanmas\u0131 i\u00e7in Bakanl\u0131kta 6 aya uzanan imza beklemeleri ya\u015fan\u0131yor. Orada hangi teredd\u00fctler olu\u015fuyor bilmiyorum fakat \u00f6zellikle son d\u00f6nemde d\u00fc\u015f\u00fck emsallerde, mesela Adana\u2019da 2.4 gibi s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015f bir emsalde 6 katl\u0131 s\u0131n\u0131rlama yap\u0131l\u0131yor. Bah\u00e7e\u015fehir\u2019de, 7, 8, 9 emsali verdi\u011finiz yerde g\u00f6kdelenleri dikiyorsunuz, 2.4 yo\u011funlu\u011fun oldu\u011fu yerde, m\u00fchendisli\u011fin yol haritas\u0131 belli, gerek\u00e7eleri belli. \u00d6rne\u011fin Adana\u2019da Y\u00fcre\u011fir Belediyesi Adalet ve Kalk\u0131nma Partili arkada\u015f\u0131m\u0131z\u0131n ba\u015fkan\u0131 oldu\u011fu bir belediye. Nihayetinde b\u00fcy\u00fck\u015fehir belediye ba\u015fkanlar\u0131 hafife al\u0131nmamal\u0131.
