Raporda, 2004-2016 y\u0131llar\u0131 aras\u0131nda \u0130zmir&#8217;e merkezi h\u00fck\u00fcmetin 9.9 milyar TL, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin ise  \u015firketleriyle birlikte 11.9 milyar TL yat\u0131r\u0131m yapt\u0131\u011f\u0131 vurguland\u0131. &#8220;2016 y\u0131l\u0131nda merkezi h\u00fck\u00fcmetin ki\u015fi ba\u015f\u0131 harcamas\u0131 407 lira iken, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin ki\u015fi ba\u015f\u0131 yat\u0131r\u0131m tutar\u0131 545 TL&#8217;ye ula\u015fm\u0131\u015ft\u0131r&#8221; diyen Prof. Esen, \u00f6n\u00fcm\u00fczdeki y\u0131llarda \u0130zmir ekonomisinin daha h\u0131zla b\u00fcy\u00fcyece\u011fini ve di\u011fer b\u00fcy\u00fck kentlerden farkl\u0131la\u015faca\u011f\u0131n\u0131 s\u00f6yledi. Raporda, toplam vergi gelirleri i\u00e7inde y\u00fczde 10.6&#8217;l\u0131k pay\u0131 olan \u0130zmir&#8217;in, merkezi b\u00fct\u00e7e giderleri i\u00e7indeki y\u00fczde 2\u2019lik pay\u0131na da dikkat \u00e7ekildi. <\/p>\n<p>\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin ortaya koydu\u011fu s\u00fcrd\u00fcr\u00fclebilir b\u00fcy\u00fcme modeli, bilim insanlar\u0131 taraf\u0131ndan mercek alt\u0131na al\u0131nd\u0131. \u0130zmir Ekonomi \u00dcniversitesi \u00d6\u011fretim \u00dcyesi Prof. Dr. O\u011fuz Esen, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;ni &#8220;Yerel Kalk\u0131nman\u0131n Oda\u011f\u0131nda Mali Y\u00f6netim Stratejisi&#8221; a\u00e7\u0131s\u0131ndan inceledi.<br \/>\n2004-2016 d\u00f6nemini kapsayan \u00e7al\u0131\u015fmas\u0131n\u0131 9 b\u00f6l\u00fcmde toplayan O\u011fuz Esen, \u0130zmir ekonomisinin son \u00e7eyrek y\u00fczy\u0131l i\u00e7inde en h\u0131zl\u0131 b\u00fcy\u00fcd\u00fc\u011f\u00fc d\u00f6nemin 2004-2016 y\u0131llar\u0131 oldu\u011funun alt\u0131n\u0131 \u00e7izdi\u011fi raporunda, mali \u00f6zerkli\u011fi sa\u011flayacak s\u00fcrd\u00fcr\u00fclebilir bir mali yap\u0131 olu\u015fturan, uluslararas\u0131 denetime ve derecelendirmeye a\u00e7\u0131lan \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin, mali itibar\u0131n\u0131 &#8220;kald\u0131ra\u00e7 gibi&#8221; kullanarak \u0130zmir\u2019in de varl\u0131k de\u011ferini y\u00fckseltti\u011fine dikkat \u00e7ekti. Raporda, &#8220;Yarat\u0131lan yeni kapasitelerle \u0130zmir\u2019in gayri safi has\u0131las\u0131 ve B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin gelirleri artarak s\u00fcrd\u00fcr\u00fclebilir bir b\u00fcy\u00fcme s\u00fcrecine girilmi\u015ftir. \u00d6n\u00fcm\u00fczdeki y\u0131llarda \u0130zmir ekonomisinin daha h\u0131zla b\u00fcy\u00fcyece\u011fi ve di\u011fer b\u00fcy\u00fck kentlerden farkl\u0131la\u015faca\u011f\u0131 kolayl\u0131kla \u00f6ng\u00f6r\u00fclebilir&#8221; ifadesine yer verildi.<br \/>\n<a href=\"http:\/\/www.belediyeler.net\/wp-content\/uploads\/2018\/01\/izmir-2.jpg\"><img loading=\"lazy\" src=\"http:\/\/www.belediyeler.net\/wp-content\/uploads\/2018\/01\/izmir-2-300x175.jpg\" alt=\"izmir-2\" width=\"300\" height=\"175\" class=\"alignleft size-medium wp-image-13584\" srcset=\"http:\/\/www.belediyeler.net\/wp-content\/uploads\/2018\/01\/izmir-2-300x175.jpg 300w, http:\/\/www.belediyeler.net\/wp-content\/uploads\/2018\/01\/izmir-2.jpg 712w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><br \/>\n\u0130zmir ekonomisinin b\u00fcy\u00fcmesi etkileyici<br \/>\nK\u00fcresel krizden b\u00fcy\u00fcyerek \u00e7\u0131kan \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin, g\u00f6rev sahas\u0131n\u0131n geni\u015flemesinden de olumsuz y\u00f6nde etkilenmedi\u011fine vurgu yap\u0131lan &#8220;Yerel Kalk\u0131nman\u0131n Oda\u011f\u0131nda Mali Y\u00f6netim Stratejisi&#8221; ba\u015fl\u0131kl\u0131 raporda, Prof.Dr. O\u011fuz Esen \u015fu tesbitte bulundu:<br \/>\n&#8220;\u0130zmir ekonomisinin geli\u015fimine geni\u015f bir perspektiften bak\u0131ld\u0131\u011f\u0131nda, son 26 y\u0131l i\u00e7inde en h\u0131zl\u0131 b\u00fcy\u00fcd\u00fc\u011f\u00fc d\u00f6nem 2005-2014 d\u00f6nemi oldu\u011fu g\u00f6r\u00fcl\u00fcr. Bu d\u00f6nemde \u0130zmir ekonomisi y\u00fczde 5.1 b\u00fcy\u00fcm\u00fc\u015ft\u00fcr. H\u0131zl\u0131 b\u00fcy\u00fcd\u00fc\u011f\u00fc ikinci d\u00f6nem 1988-1994 aras\u0131d\u0131r. Bu d\u00f6nem b\u00fcy\u00fcme oran\u0131 y\u00fczde 3.7 olmu\u015ftur. 1995-2000 y\u0131llar\u0131 aras\u0131nda ise b\u00fcy\u00fcme oran\u0131 y\u00fczde 3.3 olarak ger\u00e7ekle\u015fmi\u015ftir. K\u00fcresel kriz \u00f6ncesi \u0130zmir, T\u00fcrkiye ekonomisinden daha yava\u015f b\u00fcy\u00fcmesine kar\u015f\u0131n, 2011 y\u0131l\u0131ndan sonra T\u00fcrkiye oran\u0131n\u0131n \u00fczerinde b\u00fcy\u00fcm\u00fc\u015ft\u00fcr. 2004&#8217;te \u0130zmir\u2019de 10 bin 538 TL olan ki\u015fi ba\u015f\u0131na gelir, 10 y\u0131lda y\u00fczde 196\u2019l\u0131k art\u0131\u015fla 31.179 TL&#8217;ye \u00e7\u0131km\u0131\u015ft\u0131r. \u0130stanbul\u2019un ki\u015fi ba\u015f\u0131na gelir art\u0131\u015f\u0131 ayn\u0131 d\u00f6nemde y\u00fczde 198\u2019dir.  Bu d\u00f6nem i\u00e7inde \u0130stanbul\u2019a uluslararas\u0131  b\u00f6lgesel bir merkez olmas\u0131 y\u00f6n\u00fcnde devlet politikas\u0131 \u00e7er\u00e7evesinde verilen destekler dikkate al\u0131nd\u0131\u011f\u0131nda, \u0130zmir ekonomisinin b\u00fcy\u00fcmesi etkileyicidir. Ankara\u2019da ise  ki\u015fi ba\u015f\u0131na gelir art\u0131\u015f\u0131 hem \u0130zmir\u2019in hem de T\u00fcrkiye ortalamas\u0131n\u0131n olduk\u00e7a alt\u0131nda kalm\u0131\u015ft\u0131r.&#8221;<\/p>\n<p>Kald\u0131ra\u00e7 etkisi<br \/>\n2000&#8217;li y\u0131llar\u0131n ba\u015f\u0131nda ciddi bir mali krize giren \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin, politikas\u0131nda reform yaparak s\u00fcrd\u00fcr\u00fclebilir yeni bir  mali strateji izlemeye ba\u015flamas\u0131yla birlikte bor\u00e7 d\u00fczeyini azaltt\u0131\u011f\u0131na da dikkat \u00e7ekilen rapor \u015f\u00f6yle devam etti:<br \/>\n&#8220;Uzun d\u00f6nemli planlama ile \u0130zmir\u2019in ihtiya\u00e7 duydu\u011fu altyap\u0131 yat\u0131r\u0131mlar\u0131n\u0131n \u00f6ncelikleri belirlenmi\u015f; \u015feffaf, israf ve yolsuzluktan uzak s\u00fcrd\u00fcr\u00fclebilir bir mali y\u00f6netim sistemi olu\u015fturulmu\u015f ve mali yap\u0131s\u0131 uluslararas\u0131 denetim ve derecelendirmeye a\u00e7\u0131lm\u0131\u015ft\u0131r. B\u00f6ylece  artan mali itibar\u0131 ve kredibilitesi ile altyap\u0131 yat\u0131r\u0131mlar\u0131n\u0131n finansman\u0131nda mali bir \u00f6zerkli\u011fe kavu\u015fmu\u015ftur. Finansman kanallar\u0131n\u0131n kapand\u0131\u011f\u0131 k\u00fcresel kriz ortam\u0131nda bile \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi, b\u00fcy\u00fck altyap\u0131 yat\u0131r\u0131mlar\u0131n\u0131 uygun ko\u015fullarda finanse edebilmi\u015ftir. Nihayetinde de mali itibar\u0131n\u0131 bir kald\u0131ra\u00e7 gibi kullanarak \u0130zmir\u2019in varl\u0131k de\u011ferini y\u00fckseltmi\u015ftir. Ya\u015fam kalitesini art\u0131ran yat\u0131r\u0131mlar; turizmi, tan\u0131t\u0131m ve pazarlamay\u0131, k\u0131rsal kalk\u0131nmay\u0131 sa\u011flayan stratejiler sonucunda \u0130zmir\u2019de, di\u011fer yerel y\u00f6netimlere esin kayna\u011f\u0131 olabilecek bir yerelde kalk\u0131nma modeli yarat\u0131lm\u0131\u015ft\u0131r.&#8221;   <\/p>\n<p>B\u00fcy\u00fcme h\u0131z\u0131nda \u0130zmir fark\u0131<br \/>\n\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;ni &#8220;Yerel Kalk\u0131nman\u0131n Oda\u011f\u0131nda Mali Y\u00f6netim Stratejisi&#8221; a\u00e7\u0131s\u0131ndan inceleyen raporda, 2004-2016 d\u00f6neminde T\u00fcrkiye&#8217;deki b\u00fcy\u00fcme oran\u0131n\u0131n y\u00fczde 5.2 olarak tesbit edildi\u011fi, ayn\u0131 d\u00f6nemde \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;ndeki reel gelir b\u00fcy\u00fcme oran\u0131n\u0131n y\u00fczde 13.1, reel gider b\u00fcy\u00fcme oran\u0131n\u0131n ise y\u00fczde 12.9 olarak belirlendi\u011fi kaydedildi. T\u00fcrkiye ekonomisinin ortalama y\u00fczde 7.7 b\u00fcy\u00fcd\u00fc\u011f\u00fc 2004-2007 d\u00f6neminde \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi reel gelirlerindeki art\u0131\u015f\u0131n (y\u00fczde 33), giderlerindeki art\u0131\u015ftan (y\u00fczde 17) iki kat fazla oldu\u011funa vurgu yapan Prof. Dr O\u011fuz Esen, \u0130zmir&#8217;de toplam harcamalar i\u00e7indeki personel pay\u0131n\u0131n, di\u011fer b\u00fcy\u00fck\u015fehir belediyelerinden daha az oldu\u011funu ifade etti. <\/p>\n<p>Ki\u015fi ba\u015f\u0131na yat\u0131r\u0131m 16 kat artt\u0131<br \/>\n2004 y\u0131l\u0131nda toplam geliri 394 milyon TL olan \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin, 12 y\u0131lda gelirlerini 8 kat, harcamalar\u0131n\u0131 ise 11 kat artt\u0131rd\u0131\u011f\u0131na dikkat \u00e7ekilen raporda \u015fu bilgiler payla\u015f\u0131ld\u0131:<br \/>\n&#8220;\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin gelir ve harcamalar\u0131na ki\u015fi ba\u015f\u0131 de\u011ferleri olarak bak\u0131ld\u0131\u011f\u0131nda, 2004 y\u0131l\u0131nda ki\u015fi ba\u015f\u0131na gelir 109 TL iken, 2016 y\u0131l\u0131nda 7.5 kat artarak yakla\u015f\u0131k 750 TL olmu\u015ftur. Harcamalar ise 9.5 kat artarak 100 TL\u2019den 950 TL\u2019ye y\u00fckselmi\u015ftir. Personel harcamalar\u0131 d\u00f6nem ba\u015f\u0131nda y\u00fczde 9.1\u2019den, d\u00f6nem sonunda y\u00fczde 7.2\u2019ye gerilemi\u015ftir. Personel harcamalar\u0131n\u0131n d\u00f6nem ortalamas\u0131 y\u00fczde 7\u2019dir. Buna kar\u015f\u0131l\u0131k di\u011fer cari harcamalar 2004 y\u0131l\u0131nda s\u00fcrekli artarak 2010\u2019da y\u00fczde 38\u2019e kadar y\u00fckselmi\u015f, daha sonra y\u00fczde 30.5\u2019e kadar d\u00fc\u015fm\u00fc\u015ft\u00fcr.  D\u00f6nem ortalamas\u0131 y\u00fczde 25.3 olmu\u015ftur. \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;ndeki yat\u0131r\u0131m harcamalar\u0131n\u0131n ortalama y\u0131ll\u0131k b\u00fcy\u00fcme oran\u0131 y\u00fczde 34\u2019t\u00fcr. K\u00fcresel krizden sonra bu oran y\u00fczde 44\u2019e kadar y\u00fckselmi\u015ftir. Ki\u015fi ba\u015f\u0131na d\u00fc\u015fen yat\u0131r\u0131m harcamalar\u0131 2004 y\u0131l\u0131nda 17 TL iken, d\u00f6nem i\u00e7inde s\u00fcrekli y\u00fckselerek 2016 y\u0131l\u0131nda 16 kat art\u0131\u015fla 389 TL\u2019ye ula\u015fm\u0131\u015ft\u0131r.&#8221;<\/p>\n<p>\u0130zmir vergisini \u00f6d\u00fcyor<br \/>\n2016 y\u0131l\u0131nda \u0130zmir\u2019de 52.1 milyar TL vergi topland\u0131\u011f\u0131 belirtilen raporda, 2004-2016 aras\u0131nda merkezi y\u00f6netim gelirleri y\u00fczde 14.6, genel b\u00fct\u00e7e gelirleri y\u00fczde 14, T\u00fcrkiye\u2019de toplanan vergi gelirleri y\u00fczde 14.7 artarken, \u0130zmir\u2019de toplanan vergi gelirlerinde y\u00fczde 17&#8217;lik art\u0131\u015f tesbit edildi\u011fi de vurguland\u0131. <\/p>\n<p>\u0130zmir&#8217;deki vergi gelirlerinin &#8220;T\u00fcrkiye ortalamas\u0131n\u0131n \u00fczerinde&#8221; artmaya devam etti\u011fi ve bunun da B\u00fcy\u00fck\u015fehir Belediyesi gelirlerine yans\u0131d\u0131\u011f\u0131 vurgulanan raporda \u015f\u00f6yle denildi:<br \/>\n&#8220;2004 y\u0131l\u0131nda \u0130zmir vergi gelirleri, T\u00fcrkiye vergi gelirlerinin y\u00fczde 8.8&#8217;i iken, 2016 y\u0131l\u0131nda bu oran y\u00fczde 11.4\u2019e y\u00fckselmi\u015ftir. \u0130zmir vergi gelirleri d\u00f6nem i\u00e7inde ortalama y\u00fczde 17, toplam T\u00fcrkiye vergi gelirleri ise y\u00fczde 15 artm\u0131\u015ft\u0131r. Yani \u0130zmir vergi gelirleri, d\u00f6nem i\u00e7inde daha h\u0131zl\u0131 artm\u0131\u015ft\u0131r.&#8221;<\/p>\n<p>B\u00fcy\u00fck\u015fehir yat\u0131r\u0131mlar\u0131 h\u00fck\u00fcmetten fazla<br \/>\nProf. Dr. O\u011fuz Esen taraf\u0131ndan haz\u0131rlanan raporun &#8220;\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin ve Merkezi Y\u00f6netimin \u0130zmir\u2019e Yat\u0131r\u0131mlar\u0131&#8221; ba\u015fl\u0131kl\u0131 b\u00f6l\u00fcm\u00fcnde ise \u015fu veriler payla\u015f\u0131ld\u0131:<br \/>\n&#8220;\u0130zmir\u2019in vergi gelirleri i\u00e7inde pay\u0131 y\u00fczde 10.6, merkezi b\u00fct\u00e7e giderleri i\u00e7indeki pay\u0131 ise y\u00fczde 2\u2019dir. Genel b\u00fct\u00e7e giderleri i\u00e7inde \u0130zmir\u2019e yap\u0131lan merkezi h\u00fck\u00fcmet harcamalar\u0131 2004 y\u0131l\u0131nda y\u00fczde 1.8 iken, 2016 y\u0131l\u0131nda ancak  y\u00fczde 2 d\u00fczeyine y\u00fckselmi\u015ftir. \u0130zmir\u2019den toplanan vergi gelirleri s\u00fcrekli artmas\u0131na ra\u011fmen, \u0130zmir\u2019e yap\u0131lan harcamalar 2006, 2008, 2009, 2012 ve 2015 y\u0131llar\u0131nda daralm\u0131\u015ft\u0131r. Buna kar\u015f\u0131l\u0131k s\u00f6z konusu y\u0131llarda T\u00fcrkiye genel b\u00fct\u00e7e giderleri s\u0131ras\u0131yla y\u00fczde 22, y\u00fczde 11, y\u00fczde 18, y\u00fczde 15 ve y\u00fczde 13 artm\u0131\u015ft\u0131r. T\u00fcrkiye genel harcama art\u0131\u015f\u0131 ise ortalama y\u00fczde 12.6 olmu\u015ftur. 2006, 2007, 2008, 2009 y\u0131llar\u0131nda \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin yapt\u0131\u011f\u0131 yat\u0131r\u0131mlar, merkezi h\u00fck\u00fcmeti a\u015fmaktad\u0131r. 2010-2013 aras\u0131 merkezi h\u00fck\u00fcmet yat\u0131r\u0131m harcamalar\u0131, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi yat\u0131r\u0131mlar\u0131ndan daha fazlad\u0131r. Toplam olarak bak\u0131ld\u0131\u011f\u0131nda, 2004-2016 y\u0131llar\u0131 aras\u0131nda \u0130zmir&#8217;e merkezi h\u00fck\u00fcmet 9.9 milyar TL, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi ise  \u015firketleriyle birlikte 11.9 milyar lira yat\u0131r\u0131m yapm\u0131\u015ft\u0131r. 2006 y\u0131l\u0131na kadar merkezi h\u00fck\u00fcmet yat\u0131r\u0131mlar\u0131 B\u00fcy\u00fck\u015fehir Belediyesi yat\u0131r\u0131mlar\u0131ndan daha fazla iken, 2008 y\u0131l\u0131ndan sonra \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi yat\u0131r\u0131mlar\u0131 merkezi h\u00fck\u00fcmet yat\u0131r\u0131mlar\u0131n\u0131 a\u015fm\u0131\u015ft\u0131r. 2015 ve 2016 y\u0131llar\u0131nda fark a\u00e7\u0131lm\u0131\u015ft\u0131r. 2016 y\u0131l\u0131nda merkezi h\u00fck\u00fcmetin ki\u015fi ba\u015f\u0131 harcamas\u0131 407 lira iken, \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin ki\u015fi ba\u015f\u0131 yat\u0131r\u0131m tutar\u0131 545 TL&#8217;ye ula\u015fm\u0131\u015ft\u0131r.&#8221;<\/p>\n<p>S\u00fcrd\u00fcr\u00fclebilir b\u00fcy\u00fcme<br \/>\nProf. Dr. O\u011fuz Esen, raporunu \u015fu c\u00fcmlelerle tamamlad\u0131:<br \/>\n&#8220;\u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin 2004-2016 y\u0131llar\u0131 aras\u0131nda mali stratejisini ve performans\u0131n\u0131 incelendi\u011fi \u00e7al\u0131\u015fmada \u015fu bulgulara ula\u015f\u0131lm\u0131\u015ft\u0131r:  T\u00fcrkiye\u2019de 2004-2016 y\u0131llar\u0131 aras\u0131nda t\u00fcm yerel y\u00f6netimlerin gelirleri  y\u00fczde 15, giderleri ise y\u00fczde 16 artm\u0131\u015ft\u0131r.  Yerel y\u00f6netimlerin merkezi y\u00f6netim gelirlerine ba\u011f\u0131ml\u0131l\u0131klar\u0131 artm\u0131\u015ft\u0131r. \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin gelirlerindeki art\u0131\u015f ise di\u011fer b\u00fcy\u00fck\u015fehir belediyelerinden daha y\u00fcksek olmu\u015ftur. \u0130zmir yerel y\u00f6netiminin gelirleri bu d\u00f6nem i\u00e7inde 8, harcamalar\u0131 11 kat artm\u0131\u015ft\u0131r.
